The project
Built to be operated, not flipped
Gracious Gardens is a ten-building apartment community in Waller, Texas, within the Houston metropolitan area. Finishes Solutions is the developer, and operates the assets it builds — land acquisition through long-term operations under one roof.
The project received approval of its Form I-956F from U.S. Citizenship and Immigration Services on 19 February 2026. It sits in a designated High Unemployment Targeted Area, which qualifies subscribing investors for the reserved visa category and its priority processing.

The program
What EB-5 is
The EB-5 Immigrant Investor Program is a United States visa category. An investor places capital in a qualifying U.S. project that creates at least ten American jobs, and may then petition for permanent residency for themselves, a spouse, and unmarried children under 21.
It does not require an employer sponsor, a lottery entry, or a PERM labor certification. It does require that the capital be genuinely at risk, and eligibility depends on facts particular to each investor — which is why any conversation starts with your circumstances rather than ours.
The filing date sets the minimum, not the investment date.
The current TEA minimum of $800,000 applies to petitions filed on or before 31 December 2026. From 1 January 2027 the minimum is adjusted for inflation for the first time since 2022. What matters is the date your Form I-526E is filed, not the date funds move.
